Region X Alternate Regional Vice President Teaches Workshop at ICAO Competency-Based Training for Air Traffic Controllers and Air Traffic Safety Electronics Personnel
Region X Alternate Regional Vice President Ed Szczuka taught at the ICAO (International Civil Aviation Organization) Competency-Based Training for Air Traffic Controllers (ATCO) and Air Traffic Safety Electronics Personnel (ATSEP) Workshop held at the ICAO Middle East Regional Office in Cairo this week.
This was the eighth and last planned workshop presented by ICAO. This workshop concentrated on explaining what competency-based training is and how to apply it to the competency elements and competency framework provided in Amendment 4 to the ICAO Procedures for Air Navigation Services (PANS). The following documents were also used during the workshop: Manual on Air Traffic Controller Competency-Based Training and Assessment (Doc 10056); and Manual on Air Traffic Safety Electronics Personnel Competency-Based Training and Assessment (Doc 10057).
IFATSEA (International Federation of Air Traffic Safety Electronics Association) and IFATCA (International Federation of Air Traffic Controllers’ Associations) were instrumental with developing the training manuals and recommended changes that were incorporated into PANS Amendment 4. IFATSEA, IFATCA, CANSO (Civil Air Navigation Services Organization), and the FAA were asked to develop the workshop to help countries understand how to use the manuals on CBT (competency-based training) and apply it to current and future ATSEP and ATCO training.
