Statement by NATCA President John Carr on the Introduction of Bill S.3763 by Sen. Mark Pryor, D-Ark. - (8/1/2006)

“Another distinguished leader in Congress – Senator Mark Pryor – has sent a reminder to the Federal Aviation Administration that Congress and the American people stand firmly against the imposition of unfair and unsafe terms and conditions on America’s air traffic controllers. We salute Senator Pryor for introducing legislation in the Senate – a bill identical to H.R. 5449 which achieved a clear bipartisan majority of the U.S. House of Representatives in June.

“It is not too late for the FAA to heed these urgent messages. Despite their public pronouncements, the agency has yet to move to implement their terms and conditions in any meaningful way. Recently, we learned that the FAA is planning a large meeting of air traffic control supervisors to ‘train’ them on their new structures. Perhaps instead of spending millions of taxpayer dollars training supervisors to impose ill-advised terms and conditions, the agency should listen to the calls from the flying public, elected officials and their own employees by reopening and resolving contract negotiations? 

“NATCA has already proposed $1.4 billion in taxpayer savings. We will continue to seek legislative solutions in the coming months and are buoyed by the continued support we see from both sides of the aisle.”
