New ATSAP Briefing Sheet: Vectors Below the MIA/MEA

A new Air Traffic Safety Action Program (ATSAP) briefing sheet is now available, and it covers the issue of vectors below the Minimum IFR Altitudes (MIA) and Minimum En Route Altitudes (MEA). 

ATSAP analysts review hundreds of reports every week. Recently, reports indicate that there may be confusion when issuing clearances below the MIA/MEA.
