New QA/QC Fact Sheet Available: Relief from Position

The National Safety Committee this week released a new fact sheet in support of our ongoing effort to explain new processes that were rolled out with the new safety orders and MOUs on Jan. 30.

The new fact sheet is entitled, “Controller Relief / Restriction From Operational Position(s): What Changed Under the New Orders/MOUs?” From the fact sheet:

“The policies and requirements that governed a controller’s relief from position was amended as part of the changes that provide a foundation to moving away from event driven, reactive safety management, and towards processes that focus on the system versus individuals.”

The fact sheet outlines relief and/or restriction from position after an occurrence, as well as ATSAP provisions.

NATCA has worked to provide a clear and comprehensive overview of the Quality Control (QA/QC) topic for members. The bottom line on the topic is the FAA Air Traffic Organization (ATO) has moved to a more systemic view of safety within the National Airspace System (NAS) and places more value on discovering why adverse safety occurrences happen. It also identifies risks rather than determining who was at fault. ? ?

The Safety Management System (SMS) model provides for a more measured and systemic approach to safety risk analysis. Quality Control is a key component of this system.
