Controller Concerns Remain Regarding Phraseology Change

As we move closer to the scheduled September 30 change in controller phraseology from “Taxi into Position and Hold” to “Line Up and Wait,” we have many times conveyed the NATCA-represented controllers concern on the impact to safety.

It is important to remember that change can result in a decrease in output and attitude with a commensurate increase in stress and decease in job satisfaction. This is not the outcome NATCA wishes to see with the scheduled change. Below is a copy of the letter written by NATCA President Paul Rinaldi to FAA Administrator Babbitt on Aug. 31,  in which Rinaldi reiterates the union’s impacts and concerns.
